“There are many aspects of this work that need to be uplifted in order to solve the inhumane crisis of homelessness. It will take the work of government agencies, housing providers, community organizers, and residents of this city to end homelessness. This work has begun decades before me coming into this field, and I know I may not see the end of it in my lifetime. But I want to be part of the cohort of people that continue to build a foundation for lasting change. I want to be at the table where we make decisions about the care people receive, programs we fund, the people we hire, and the leaders we uplift.”

Belen Monroy is first generation Latina, raised by Mexican immigrants. She is a dedicated advocate with nearly a decade of experience in the homeless service sector - where she has worked with individuals experiencing homelessness, those at risk of homelessness, people with high mental health acuity needs, and formerly incarcerated peoples. Much of her experience was gained in workforce development, focused on creating sustainable pathways to employment for people with high barriers to employment. Belen has had the opportunity to be part of various first-of-its kind projects including the launch of the DOORS Reentry Center, oversight of the Breaking Barriers Rapid Rehousing program, and now the Homeless Prevention Unit.

She currently holds the role of Staff Analyst – Senior Program Manager, with LA County – Housing for Health’s Homeless Prevention Unit, where she has focused on program development, capacity building, and advocacy for prevention programing. Belen is committed to advancing initiatives that keep LA residents housed. Her work is grounded in a commitment to dismantling barriers and creating more equitable systems for both participants and staff. She is driven by the belief in the power of people development by creating inclusive and safe workspaces. She believes that uplifting emerging leaders and people with lived experience in this sector is a necessity.
