Andrew Morales
Director of Programs | Safe Parking LA
“Racial equity and justice are fundamental to ending and preventing homelessness in Los Angeles County because they address the underlying systemic injustices that perpetuate disparities in housing, economic opportunities, and access to resources.”
Andrew Morales serves as Director of Programs at Safe Parking LA, where he leads the design and implementation of programs that support individuals and families experiencing homelessness. He brings more than 15 years of experience in youth services, homelessness prevention, housing programs, food distribution, and domestic violence services across Southern California. His work centers on reducing barriers to care, strengthening client safety, and improving the overall service experience for those seeking support.
Prior to joining Safe Parking LA, Andrew spent 13 years at Human Options in Orange County, where he advanced from Children’s Program Supervisor to Residential Programs Administrator. In this role, he revised residential program policies and procedures to expand access to shelter, strengthened protocols to enhance client safety and experience, and led efforts to secure federal funding for critical capital improvements to maintain the organization’s emergency shelter.
Earlier in his career, Andrew led a team of children’s advocates, overseeing staff training on the impacts of trauma, facilitating support groups for adults and children, and managing onboarding for residential staff. The training model he developed was later incorporated into the state-approved 40-hour Domestic Violence Training required for professionals in the field.
Andrew holds a Bachelor of Arts in Psychology and Social Behavior from the University of California, Irvine. He is committed to advancing programs that promote stability, dignity, and long-term wellbeing for the communities he serves.
